I had a problem using my proof of identity card when I was filling out my passport application. It's supposed to function as an equivalent to a license for people who don't drive. They wouldn't even look at it. I guess if you don't drive you don't exist? Idk. What is logic.

I should also point out the cards are issued at the same place and printed with the same holograms. They're the same damn thing.

My boss and a family friend who had known me for most of my life signed a legal declaration to confirm that I am a person named B Took and they have known me for X number of years. That was the only way they'd accept an application without valid photo ID I think.

I don't know if your system is similar, forms of ID have a point value and you need to bring them enough to get to the total required. I didn't have enough without a license, so that was my only option. There was a list on the application paperwork of what forms of ID they would accept. I got mine at the post office and they took my picture to send along with it, too.
