There's a genre for fan fiction in the forums and its usually pretty lively. So if you want to adhere to the letter of NaNo, really it just needs to be something you're starting fresh (notes and research beforehand are fine, just story copy). But as has been mentioned, you so won't be alone if you "rebel" and use it to finish things or do a bunch of small things.
