I'm unfamiliar with New Tricks, but if it's like most long running police procedurals, the computer technology would have become laughably dumb even with it being played by the youngest person on the team. By season three most shows have made it into a magical box.

New Tricks was a cold case squad that employed retired police officers. It was overseen by a serving detective superintendent. The 'joke' was the dinosaurs didn't get the new, computer based policing. Actually, the old dogs did, for the most part learn the new tricks, when it suited their purpose, so an admin/computer support officer became unnecessary. But Clarkie was a likeable character, and the show was a little bit weaker for his absence.
