You'd probably save money on heating and cooling and be safer in case of tornadoes (but probably not earthquakes). Plus, I love any culture that cares about making everyday things beautiful.

I know Tolkien explicitly says Hobbit holes aren't damp and dirty and gross, but I can't help but think of how most of my friends growing up lived in houses with finished or semi-finished basements and it put me off of the idea of living below ground level forever. Even looking past the fake wood paneling, ugly carpet, uglier furniture, and disorganized overflow storage, those spaces always felt vaguely dank and icky. The unfinushed basemeny in our house also felt vaguely dank and icky, but no one expected me to hang out down there and watch tv.

They're sort of more built into the side of hills though, rather than built down into the ground. Depending on soil composition and rainfall, they may actually have fairly good drainage around them to combat damp. Similar to a house with a green roof, if you've seen pictures of those.

Living in a house with almost no windows makes you crazy after a little while, I can say from experience.

Clearly you've never been in a nice basement, then.

As for fake wood paneling and ugly carpet, that probably describes most of my friends' above-ground houses growing up.

Tolkien said that only the richest and poorest hobbits had smials (hobbit holes). The poorest were damp and dirty, while the rich ones (like Bag End) probably had well-laid flooring, wall panels extra.

The real question is whether you have the funds to get quality floors and wall paneling instead of ugly stuff.
