I think the problem has more to do with the fact that Bethesda tends to populate their worlds with a lot of prefab materials, which is why interiors tend to have the same layout a lot of the time (the caves in Oblivion are really bad about this, which is ridiculous because they're supposed to be naturally forming and random) and lots of places tend to feel more or less put together from constituent, prefab parts, so there's no real sense of hand-crafting like many other 3D spaces. Making matters worse is they all use more or less the same set of textures, so there's not much in the way of visual variety.

It's the shacks in New Vegas (and to an extent FO3, but mostly New Vegas) that get me on that note....there's a bunch of them with the exact same layouts, right down to the placement of items in a couple of them.

And what's REALLY weird is that no two Vaults have the same layout, whereas you'd expect them to be built to a standard (unless the Vault's experiment called for variation, like Vault 19's)...

It's funny because the vaults in Fallout 1/2 are all nearly exactly the same, layout-wise. Granted, you only ever see 5 across 2 games, and one of them wasn't technically even in the Vault program.
