I think the difference for me is that fan artists very rarely do anything that is other than interpretive of an IP where a fan writer might do a work that is canon compliant enough that original creators won't look at their work lest they be accused of ripping off the fan.

Does that make sense? (I'm tired.)

I think there are a lot of Disney fanartists who don't fit into that category, because often their work IS "canon compliant" enough where it's not really an interpretation.
