DA Perhaps meaning, pads/tampons are pretty extravagant and wasteful for most, when you have the reusable option that could be offered/subsidised, or at least is WAY cheaper to buy once and use for years.

Okay, let's say the original comment was logical. Following that reasoning, we shouldn't provide housing to the homeless, because tents exist. Everyone who's poor should just eat beans and lentils. Do you need a car to go to work? Nah, sorry, you should ride a bicycle instead. Because those are arguably cheaper options and we're not taking into account anyone's preferences or individual needs, given the "logic" of your statement.
