Exactly. I probably could've worded it a little better, but unfortunately bullying will happen whether a kid's wearing a uniform or not, and if it doesn't happen at school it'll happen somewhere else, 'cause teenagers are jerks to each other.

That doesn't make it right, of course, obviously. Just that until people actually address the issues that lead to bullying in the first place, it's going to keep happening. I don't think making everyone wear uniforms will be the solution to that problem.
