Personally I think it's a terminology problem. If people were saying a character identifies as submissive or dominant in the D/s sense and made it out to be an important part of their identity it'd make sense. The One That Puts The Penis In Things is not an identity like a Dominant would be, but sadly that's how fandom tends to use "Top". Bottoming is something a lot of people do, a submissive is something someone can easily identify as, if serious about it.
