I think Buffy's development from a child who took orders into a woman who was very much in charge.

G'Kar's development from someone obsessed with the Centauri to someone who thought beyond his own people ot the good of the whole galaxy.

Londo's development from someone obsessed with the past and himself to soemone who also cared about the fate of the galaxy.
