They're saying the people who made the movie made changes to Joss Whedon's work. How could they make changes to a work that didn't exist yet?

They're saying ghost cleanup writer on the movie recognized the relationship as creepy and changed it to only antagonistic. When the TV show got greenlit, Joss Whedon put the romantic Buffy/Angel relationship back in despite the fact that it had been too skeevy for the ghost writer/producer/studio/whoever wanted it changed.
