Since I'm now thinking about Star Wars. Bail Organa. I love him so much. One of my favorite Star Wars characters. Also Mon Mothma.

Can I ask why you love Bail? I mean, is there any in-canon development that you love, or maybe supplemental development, or is it all fanon?

I actually REALLY liked the actor they got to play him, and I remember being disappointed that they didn't do more with Bail onscreen, but it has been forever since I saw the films so maybe I'm missing something.

Drumknott, although he became slightly more important in later books, which is pretty cool.

Downey, particularly as a teenager. I realise there was little opportunity to show more of him, but I adored every bit we did see.

71-Hour Ahmed. He and Vimes should have kept in touch so that he could make at least one cameo appearance in another book. He is definitely one of my favourite characters in Discworld.

Oh yes, and from Chrestomanci: Gabriel de Witt. Why are all of the Chrestomancis so fantastic? And if Diana Wynne Jones had written about Gabriel's childhood, I probably would have wanted to see the previous two Chrestomancis stories as well.

Danny from Teen Wolf, he was only ever a bit-part but I liked him and hoped that maybe they'd bring him further into the gang and flesh him out more. This was not meant to be.

Not really super-small(since you do missions for her) but Aria from Mass Effect, she's fucking great.

Oh the 'Biotic God' Volus from Mass Effect 2 as well, he was funny.

I liked the dinosaur characters in that one episode of Voyager where space dinosaurs found out they were from Earth. I wanted them to come back. Also, the fish dude Tom helped from the Voyager episode where Tom got put in the brig for thirty days. (It's been a while since I've seen these so I don't remember all the details.)

I don't know about "super-small," but Garak didn't have near enough screen time for me. Same for Harry Maybourne from SG1. I will forever bemoan that Jamie Noble and Joey Mercury got less than a year of time as J&J Security (which is not long in WWE time).

Also, Creetak from DS9, who spawned a fandom term my friend and I use called the "Creetak conundrum," in which you find yourself shipping a main character with a character that has virtually no screen time at all. (Creetak is unique as well because her actress was replaced between appearances.)

Harriman Gray from Babylon 5 also comes to mind. I'm sure there are many, many others.

Jin's dad in Lost, who was especially great because all or almost all the other dads were on some spectrum of incompetent to abusive to cartoonishly evil. A very decent and loving man who was in the series for about five minutes total, lol.

So many that I can't think of atm, but even in BioWare fandom I could probably list 20. (Given enough time, anyway.) Off the top of my head I adore Dagna, and I'm very fond of Harding as well as Wade and Herren, Sutherland, Sandal and Bodahn, Bann Teagan, that Chantry woman who wouldn't stop putting food into the Chant of Light...

Khalisah al-Jilani and Conrad Verner from Mass Effect. (Okay, I don't so much love THEM as the interactions with Shepard.) Shiala and Kirrahe too, and though he def isn't a small character I have to mention Hackett because dat voice.

Anton the giant from Once Upon a Time. Milah from OUAT--I wouldn't say I love her character, and OUAT's writers are pretty awful, but I wish she was more than an abuser and victim for Rumple, an absence for Bae, and a fridged lover for Hook. A lot of characters from Phantom of the Opera, both musical and book versions.
