Downey, particularly as a teenager. I realise there was little opportunity to show more of him, but I adored every bit we did see.
71-Hour Ahmed. He and Vimes should have kept in touch so that he could make at least one cameo appearance in another book. He is definitely one of my favourite characters in Discworld.
Oh yes, and from Chrestomanci: Gabriel de Witt. Why are all of the Chrestomancis so fantastic? And if Diana Wynne Jones had written about Gabriel's childhood, I probably would have wanted to see the previous two Chrestomancis stories as well.

Not really super-small(since you do missions for her) but Aria from Mass Effect, she's fucking great.
Oh the 'Biotic God' Volus from Mass Effect 2 as well, he was funny.

I don't know about "super-small," but Garak didn't have near enough screen time for me. Same for Harry Maybourne from SG1. I will forever bemoan that Jamie Noble and Joey Mercury got less than a year of time as J&J Security (which is not long in WWE time).
Also, Creetak from DS9, who spawned a fandom term my friend and I use called the "Creetak conundrum," in which you find yourself shipping a main character with a character that has virtually no screen time at all. (Creetak is unique as well because her actress was replaced between appearances.)
Harriman Gray from Babylon 5 also comes to mind. I'm sure there are many, many others.

Khalisah al-Jilani and Conrad Verner from Mass Effect. (Okay, I don't so much love THEM as the interactions with Shepard.) Shiala and Kirrahe too, and though he def isn't a small character I have to mention Hackett because dat voice.
