I liked the dinosaur characters in that one episode of Voyager where space dinosaurs found out they were from Earth. I wanted them to come back. Also, the fish dude Tom helped from the Voyager episode where Tom got put in the brig for thirty days. (It's been a while since I've seen these so I don't remember all the details.)

I don't know about "super-small," but Garak didn't have near enough screen time for me. Same for Harry Maybourne from SG1. I will forever bemoan that Jamie Noble and Joey Mercury got less than a year of time as J&J Security (which is not long in WWE time).

Also, Creetak from DS9, who spawned a fandom term my friend and I use called the "Creetak conundrum," in which you find yourself shipping a main character with a character that has virtually no screen time at all. (Creetak is unique as well because her actress was replaced between appearances.)

Harriman Gray from Babylon 5 also comes to mind. I'm sure there are many, many others.
