I understand OP and I agree about remembering where a word came from and changing it so much in eagerness to accuse people of it.

It's the same overuse that made the term "mary sue" meaningless.

Plus most actual weeaboo characters in manga and anime aren't that crazy about anime and manga, like Nils Nielsen from GBF or that French kid from Persona 3, they LOVED Japan and its culture, but not manga. On the other I can think of several non Japanese anime characters who are crazy about manga and anime but aren't weeabos, they are just anime fans.

Yeah, it makes no sense. In Japan they just call obsessive anime fans otaku, which isn't a complimentary term, and the western weeb simply can't exist there for the simple reason that they ARE Japanese.

The exception being anime characters who are not Japanese?

Gemini Sunrise from Sakura Taisen 5, is a Katana wielding redheaded Texan cowgirl, who talks about Japanese spirit, and the way of the samurai (to be fair she did have an actual Samurai as a mentor), and whose favorite hangout is a Japanese novelty shop in Brooklyn.

She is a bit of a culturally appropriating white girl.

--Edit: I don't like the term much myself period... but if I was going to use it Gemini would be the kind of character who'd fit the bill.

It is used quite liberally now. I just call myself an otaku, being japanese and all. I knew a guy who was way too into the japanese culture stuff, but couldn't stay there due to his visa expiring. Asshole started speaking to me in Japanese for no reason even though we are both american and he knew me from high school.

I can't stand this, either. Reminds me that I was really annoyed when in a post going around about what Tsukishima from Haikyuu!! listens to over his headphones all the time, someone said "lol probably some weeaboo shit" and all I could think was "that doesn't even make sense".
