I'm pretty sure there are still a lot of artists who will take commissions even outside of their Patreon. The majority of the ones I follow do.

And Patreon is one of those things where if you don't like it, then you don't have to support it. Art is a lot of hard work and Patreon is helping artists monetize their work (which is not always easy to do in a "will you do this for me for free?" society.) Just ignore it, maybe even do things like tumblr savior any key words like patreon, and then commission artists you know will take the work.

It sounds like OP's problem is not that Patreon exists, but that it's actively making it harder for them to commission fanart, which makes their complaint legitimate despite the "don't like, don't use" principle. I would not be surprised if plenty of artists did take commissions outside of Patreon subscribers, as you indicated, but I'd bet the really talented ones don't, because they probably have more commissions people want to ask them for than they have time to make. I agree though that that's their right.

Well that's more of a problem of artists being in demand then Patreon existing, like I've seen popular fanartists shut down commissions when their busy many times, and for years before the site existed.

If someone really want to a commission and artist, and don't mind waiting, I'd recommend contacting them and asking politely. A lot of artists will at least put someone on a wait list if they're kind about it.

Yeah, it sounds like Patreon is working, if it's giving artists a better line for fans to access them and thus more work. Granted, that may or may not be the case with a given artist.
