I mean - we're living in a world where there will be a cap on how many refugees the US will take. Far below the number of refugees that exist. Given that fact, I don't think it's wrong to do some kind of priority assignment for refugees. It's essentially the equivalent of triage, right? Everyone deserves help, but since we're not going to help everyone, we have to decide who we're going to help.

And "families first" really doesn't seem too crazy as an ordering principle.
