In the case of the Joker, yeah his stuff's not practical either but a) his outfit is not deliberately sexual the way Harley's is and b) he's not being supported/supplied by the US government. Harley's design is so blatantly sexual that it just draws attention to how impractical it is, unlike the Joker's outfit. The Suicide Squad and as a result Harley, is a group with government backing and consequently I imagine they would have a vested interest in having their operatives not be hampered by impractical gear. And as far as we know Ivy isn't a part of the DCEU, so it doesn't seem like she has the plant hormone protection either. I don't mean to say that Harley shouldn't be sexualized period, or that her costume isn't something that she would wear, I just feel that for the role she's supposed to play in the film it doesn't really work. Walking around a dungeon torturing a guy? Yeah I could see her wearing that. Serving on an elite government kill squad? Not so much.

Like as you pointed out, Catwoman and Black Widow both wear skintight suits implicitly made from some kind of protective material. Why couldn't Harley have something similar, like a skintight leather catsuit with the black and red patterning? Or some kind of protective headgear with a design like the jester cap? They've figured out ways to make iconic superhero costumes work on film before, surely they could do the same with her.

(granted I think the film looks godawful so that may be coloring my perceptions)
