I think it makes perfect sense.

In situations such as this one, the preservation and security of the lives of children absolutely should be the first priority, followed by the primary caregiver of said children as the close second priority.

How is that in any way controversial? Do you also want to go back and tell the captain of every passenger vessel that ever sunk that "women and children first" was bullshit?

Also, as someone upthread pointed out, "A sudden influx of young men with no work, no education and nothing to do leads to fighting, sex crimes and plenty of other problems, even if you ignore the fear of terrorism." This isn't just a wild supposition; it's quantifiable based on what has been observed in countries which have had large influxes of (often young) male refugees and immigrants.
