The only race in the legendarium that has definitively been stated as having curly hair are hobbits. Mention has been made of various Elves having straight hair but I don't think it has ever been stated as a universal thing. Curly hair is never mentioned in relation to Elves, but it was also not ruled out.

The vast majority of our current images of the Tolkeinian races comes from media like the Bakshi cartoons and PJ's movies. Even in Bakshi, the Elves had straight hair - even the creepy imp!Thranduil, for what hair he did have.

My personal liking for Elves being able to have curls is just a personal preference influenced by the picture I made up for my RP character Elennárë, who mind you, is not technically an Elf.
