Then he came to his senses and stood ready to pay the price. Then he was bombarded with reminders of both what he'd given up when he went bad, and the atrocities he'd committed - given both a reason to live, and a reason why that life has to end, and before too long.
That's a perfect formula for a woobie ex-villain - a good person, gone astray, genuine remorse and deep tragedy. The enormity of what he did makes a true redemption difficult, but...
Getaway...may, eventually, get that. But right now, he's just a bot who tried to manipulate a naif into unknowingly sacrificing himself for a cause he doesn't understand, and may or may not agree with.
He's got the '(arguably) good intentions causing bad acts' part. The rest, not so much. Unlike Megatron, he may eventually be able to balance his bad acts with good, but also unlike Megatron, there's not much in the way of evidence that he even believes he did wrong.
There's also the fact, of course, that Getaway's creepy grooming of Tailgate is a lot easier to process - being personal, rather than astronomical - and much more like something the average reader of the book may have personally experienced.
