1.) A lot of the time, the notifications were put in place when the story was a WIP.

2.) Why take another step to remove notifications once they are in place? If there's never another one, who cares if it's still there? What does it hurt?

3.) Yes, it's also a form of bookmarking.

for 1 & 2, I always get this for one shots. There is no WIP; just a mess of Follows for completed stories.

But 3 does make sense, so.

Believe me, the way I typed it makes it sound like judgement, but mostly it was just an honest question. I take tools literally.
