Is Fallout 3 (GOTY)....

A good representation of Fallout 4? I've never played any Fallout games and since 3 is only $7, I thought it might be a good way to test if I like it or not.

I've heard 4 is a lot more actiony than the previous games. To a greater or lesser extent, all of them were at least somewhat supportive of builds that relied on negotiation, stealth, and other non-combat skills. 4 puts the combat system front and center.

Eh, having played both extensively, I don't find that to be the case at all. In most ways they are really similar; I think the biggest difference lies in the settlement management/crafting that 4 brings to the table. Definitely give 3 a shot, anon! If you like it, you'll probably like 4.
