I literally can't see them having sex in that scene, casually spoken word of god or not, and I wish people would prioritize the game itself over what a developer said as an aside. I mean, I'm totally down for believing that both Tifa and Cloud are huuuuuge fucking virgins (especially Cloud) but they're both too shy and messed up and emotionally passive for me to see that scene as sexual....idk. I see Tifa waiting around forever for Cloud to make a move while he obliviously gazes into the distance.

ia. People can headcanon whatever they want, but I don't see it.

Oblivious is definitely the right word for Cloud. I think it's telling that even Aeris, who comes across very sexually confident, puts on the brakes when it comes to flirting with Cloud past their initial interaction. And when she does try teasing him it goes totally over his head. Their date is her essentially telling Cloud "I might be into you if you weren't a maniac who stole my dead boyfriend's personality."
