I think the issue is that it CAN be used as an insult, but by that logic words like "gay" would suddenly be offensive too, just because they're also used as insults.

From what I understand, when you're referring to people you're supposed to capitalize Gypsy. That's what I've read from a Roma who's addressed the subject, and she also said that it differs who you're talking about in general.
