I used to believe that it was just a slur against women and shouldn't be used, but many people have convinced me that it can be used for any gender and often isn't an insult, such as "head bitch in charge". Clearly "bitch" is still mostly used as an insult, but there certainly are shades of grey.

It ~not always being a slur, is some revisionist history though.
More importantly, like many groups, that ~preference is not actually consistent within those groups. I'd err on the side of no.
