It's a legal and moral thing. No one wants to be the person skeeving on underage people no matter how silly the line between adult/teenager is.

And really, just because they are not saying it aloud, most people are thinking how hot that 17 year old is.

They just don't say it out loud because they don't want anyone to think they are weird.
