Sadly, I think there are a lot of people who, while trying to identify some kind of fundamental external arbiter for why these kids "shouldn't" be having sex or whatever, grasp onto the age of consent as the absolute thing.
I have seen conversations about shipping which devolve into wank over the character being 16 and how that's the legal age of consent in X country, when that's really not what the conversation should be about at all. It obscures the issue.

I feel like teenagers having sex with each other and teens enjoying media about teens being sexual is very different from media about sexualized teens aimed at an older audience, though.

It's like... the difference between Skins and early Britney Spears. One is about and for teens, one is selling teen sexuality to a broader audience.
