Because Flagg was "scratching away the part of her mind that knew right from wrong," as is said by a character who has psychic abilities. By default she was the type of person who takes in a traumatized kid who was threatening her with a knife. She was a good person who made all the mistakes that gave herself over as a tool to a bad guy because she'd been afraid of what he could do to her for most of her life.
