The majority of characters who speak in Undertale can be described as annoying in one way or another. I get the impression they were supposed to come off as awkward and/or socially isolated and make you want to befriend them.

I agree tbh. And it makes sense, given their backgrounds/history.

...And the fact that Undyne's crush has convinced her that Anime is Real, giving Undyne a neat little "history lesson" on how true heroes are supposed to act.

I like Undyne okay, though she's not a favorite. I find Mettaton absolutely obnoxious, however. It took me forever to get through those parts of the game.

Undyne can be kinda obnoxious, but that's kinda what makes her so likable.
And In the genocide run, she doesn't play up her eccentricness as much and is mostly serious, and by doing so you see how much she really cares about protecting monsters from evil and danger, along with her deep friendship and training of Papyrus.

So what? Name one character in Undertale that isn't weird or vaguely obnoxious.

That's part of the charm.

Funny thing is, the traits most people find her obnoxious for are usually eaten up if the character's a guy.
