The majority of characters who speak in Undertale can be described as annoying in one way or another. I get the impression they were supposed to come off as awkward and/or socially isolated and make you want to befriend them.

I agree tbh. And it makes sense, given their backgrounds/history.

...And the fact that Undyne's crush has convinced her that Anime is Real, giving Undyne a neat little "history lesson" on how true heroes are supposed to act.
