I agree with you that the treatment of Sha're in the series was terrible (there's a couple of fics out there that change her fate in one way or another, everything from having her be rescued to having Daniel be the one who is taken by the Goa'uld instead).

So far as Skaara is concerned, however - Skaara got a plot arc. He was saved from the Goa'uld, he became a leader for his people, and in the end he didn't die but ascended to a higher state of being (which sounds pretty wacky when I lay it out there, but in the show was hugely emotionally impactful). The Abydonians were a recurring part of the show until the end of Season 6, and the reason they blew up Abydos and had everyone ascend was because they thought the show was being canceled and were trying to give it a big, impactful finish. And then they got renewed.

None of the research I've done or my friends' commentary matches up with what you say at all. Most damningly, I saw the kid die at the end of the first season, so I don't see how he could possibly have a character arc.
