Can you really call it abusive when the characters are enemies trying to kill each other?

I think the logic of it is that if they were to ever have a relationship it would be on shaky grounds of "you are obviously capable of hurting me because you have done it in the past." But saying their existing relationship is abusive is weird because it's closer to impersonal violence.
