From what I've heard from people in the Canadian dubbing scene, who worked on Sailor Moon... they knew they were going to have to tone Uranus and Neptune's relationship down for TV broadcast. The Japanese licensors insisted on it, against Takeuchi's wishes.

(Naoko Takeuchi HATED countries that tried to edit Sailor Moon or accused it of peddling homosexuality or whatever other conservative opinion was slung at it. She got very pissed off with Italy for a massive tabloid thing in the 1990s/2000s where some psychiatrists tried to call for Sailor Moon to be banned for emasculating young boys who were watching the show on TV.)
