People aren't unstoppable forces or perpetual motion machines, OP, and "punished" can mean a wide range of things. There are assholes who grow out of their assholish behavior, usually via some sort of epiphany, or by addressing the problems that's causing them to act out in the first place. What turns them around isn't necessarily a big dramatic life moment, sometimes it's just realizing that you're a grown up and need to change some shit about your life.

And not to be cliche, but sometimes having kids of your own is the wake up call bullies need to realize that their behavior was shitty and unacceptable. I was bullied myself in school, and I see quite a few of my former classmates shaping up their lives. I don't always forgive them, of course, but it's not productive for me to pretend like they can't possibly change (barring a huge correction) when EVERYBODY changes over the course of a lifetime.
