Lol you don't even have to go as far as Japanese fandom, the English fandom is pretty damn obsessed too. I'm completely fine with shota so it's not even like I'm condemning people or anything but acting like Western fangirls (and fanboys) don't have their collective panties in a froth over shota is kind of disingenuous and/or being selectively blind. I don't actively search shota out and yet I still see it everywhere, all the time, especially because of the new movie, tooooonnnns of MakoHaru/HaruMako stuff.

A huge portion of Free! fandom is into shotacon. I'm honestly surprised Kisumi/Hayato didn't really catch on tbh (nothing with Hayato really caught on much though, so that kind of explains it) simply because he's a canon shota like right there. The sheer amount of flashback doujinshi written where the canon guys are like 12-13 just surprised the hell out of me at first. I don't mind shota personally to be honest, and I'll read it if the art looks good or the story sounds cute (I usually prefer the non-explicit stuff, there's some cute doujin out there of Haru and Makoto's friendship when they were younger), but I definitely don't search it out, and even when you're just searching for general Free! doujinshi and stuff, So. Much. Shota. Porn.

Eh, he kinda does if you go by the loosest form of "brother complex", it's pretty clear he babies and overprotects Hayato because of what happened before, and he's pretty much that "perfect older brother" type trope that's common in shoujo media. I don't know if that's how secret!OP meant it, but I could see where they might be coming from.
