I view them as offensively stereotypical for largely the same reason the OP probably does...they're usually in comedic relief roles and have some gag attached to them. That doesn't mean they don't get to have serious moments or are portrayed as unlikeable, but "lmao they're gay and it's hilarious" is usually their signature role.

Naturally, I'm not saying all of them are like that (and I haven't seen Tiger and Bunny so no comment) but I can think of a fair number of characters in Japanese media that are.
