In comparison to American liberal in general, yes. In comparison to European liberal? It's more to the right.

What do you mean when you say 'European liberal'? The Liberal Democrats? The Swedish Liberal Party? Union of Democrats and Independents in France? Fianna Fail in Ireland? What are we talking about here?

Are you American when you say "European liberal"? or just a really self back-patting British person? because "European liberal" means nothing in this context and I'm confused why you think "it's more to the right".
