You could try being firmer about boundaries with your co-worker. It won't be easy, but it'd probably be better for your work relationship in the long run because you won't grow to resent her so much.

"[Name], I'm really busy and need to finish this thing, I'll talk to you later!" and then leave.

"[Name], sorry, I don't mind chatting but I've got to make a call in a couple minutes, can you make it brief?"

If she's reasonable and aware of her issues, she'll probably appreciate the guidance. Even if she's not, stronger social cues might help curb the excess of her behavior.

As for your stepfather...

*with neutral/slightly puzzled expression* "I don't understand. What do you mean by that?" Repeat ad nauseum until he is tired of explaining his stupid "joke".

*neutral reaction like he just told you it was raining outside* "Okay." *leaves the room*

If he's looking to provoke you, don't give him the satisfaction. Look bored, or inattentive like you barely heard what he said. Spend as little time around him as possible.
