There are toooons of jobs that have lots of downtime. One of the places I work varies from extremely busy (like the last couple days I was here) to very slow (like today). I've had a small amount of actual work to do, no urgent issues of any kind, and have been spending time on blogs and Fandom Secrets. I would totally bring a coloring book if I didn't work in a lab and try to keep clean things out of the dirty area. (Sometimes though if it's super slow I'll bleach the counter down where I'm sitting and get whatever book is in my bag. Sadly I don't have one with me today.)

I'm essentially paid for my time as much as my labor, here. This room is supposed to be open from 8:00-5:00 M-F, so that's when we're here - I do the Monday and Friday shifts - in case something comes up in a surgery that we need to address. After those hours it reverts to people who are on call. I have to stay here even when my work is limited, and I'm being paid for my time.
