Yup. That was the appeal of him at first, at least in the book. He seemed less bad than the men in Westeros at first. And then we start to see that no, he's just as bad, but different. In the show I'm not sure why anyone would feel that way, though, given that the rape of Dany wasn't statutory rape but something that anyone pretty much would recognize as rape.
