I'm never going to get over the fact that Descendants canonically (1) brings necromancy into main Disney canon (possibly perpetuated by the good guys?) and (2) gives Gaston twin sons both named Gaston. Because Gaston.

The necromancy thing brings up so many disturbing possibilities. What else are the Disney good guys doing? I'mma go side-eye Mickey Mouse now. That rat is sketchy.

I want to believe that it was a last-ditch effort from one of the villains, to create an undead villain army to take over the good guys' kingdom, but really? I think it was the three good fairies. Fae folk are so capricious!

The bad guys thought it up, but the good guys stole the idea. The Blue Fairy slept with Jafar and got him to tell her the plans.

Did the book explain what went down after they brought the villains back to life? Did they give them trials? 'Cause their justice system would be very interesting to see.

I don't know, Jafar in the film is kind of lame. But, Dr. Facilier is in the book (though not the movie), maybe the Blue Fairy got busy with him.

All the book said on the topic was this:

Okay, so you might say ten years isn’t such a long time, considering; but for these conjurers an witches, viziers and sorcerers, evil queens and dark fairies, to live without magic was a sentence worse than death.

(And some of them were brought back from death, only to be placed on this island - so, um, they should know.)
