There was an OC named Roman in a FF7 fic, "A Long Hard Road". He was one of those characters who popped up to run messages for major characters and gradually built his place in the story through a series of those.

That's mostly how I think a lot of good OCs should go - start off with small support scenes and slowly build on them.

I could also list a ream of Raven's Blade characters who more or less had similar, though the best example I think is Shakurán, and Easterling commander who is Boromir's personal nemesis. The real development doesn't start appearing until the third fic and gradually sets him up until late in the fourth fic he ends up switching sides.
