Re: Phallcentric society?
I guarantee you there are hundreds (maybe thousands) of essays floating around on this very topic. They probably have some length points about social norms and whatnot. They're probably pretty easy to look up on google scholar if you're really interested.
I personally have no notion of any genitals being superior (being a secure bisexual man), but in my experience it boils down to three scenarios:
1. Male genital preoccupation influencing sexual fantasy. These guys are either insecure or obsessed, and they fixate so much that they can't separate their thoughts from what they assume is sexual attraction.
2. Men being in denial about being gay or bisexual because of religious or parental influence. "I'm STRAIGHT, but..."
3. Trans fetishism. Just your garden variety chasers, who get off on something they see as exotic or taboo. Has very little to do with penises or penis worship and more to do with othering trans people.

I mean, it's almost always trans girls who are passing and curvy. So I think part of the dichotomy is just female-looking bodies being more fetishezed in general - while that is exactly which trans men no longer have, if that makes sense.
Re: Phallcentric society?
I can think of.... three(?) pieces of media that have have featured a character who is trans male/trans masculine. Compare that to the number featuring trans women. In order for something to be fetishized in the first place, it tends to have to be something people are familiar with.
To that end, the tumblr explosion of "guys with pies" or "cuntboys" porn should sort of clue everyone in to how that fetishism works. I don't seek it out personally, but over the past 3 years or so the amount of content for that particular brand of fetish porn has grown exponentially.
