North American resumes may not have a cover letter, photo, or personal references included. Usually it's just a list of qualifications, past experience, skills, education, publications, etc.

Specific jobs or positions tend to ask for the personal references, personal statements, photos, or other qualifiers after they have seen the list of qualifications, or if they include it on an application.
