I'm too uninvested to look up specific examples, but haven't there been multiple times where Bruce didn't just not kill the Joker, but has gone out of his way to save his life? More so than most of his villains.

That's because Bruce thinks every life is sacred and has to save everybody. It's not because he's the Joker. Bruce saves villains all the time.
And if it's more than other villains it's just because the writers think it's more dramatic to have Bruce save one of the most reprehensible villains over the more sympathetic ones.

Mark Waid has written some really lousy comics, but he also wrote the line "More than anyone in the world, when you strip everything else away from Batman, what you're left with is someone who DOESN'T WANT TO SEE ANYBODY DIE." which nails it.
