Kids learn to talk at wildly different paces. What's more worrying (in my 100% experience-based and NOT professional opinion FYI!!) is that he's speaking and it's coming out garbled. Sounds like he could have a real speech impediment or other issues.

I'd recommend bringing it up, just in a very chill way. "I felt so bad asking Nephew to repeat himself so many times! Do you guys understand better cuz you're used to it? Maybe ask at his 3 year check-up."
