Pro-vapers tend to be ex-smokers who are pissed that blowing smoke into other people's faces got banned and are trying to find a way to stick it to anti-smoking campaigners. It is for douchebags with chips on their shoulders and also those that like to put people down by starting corrections with "Well, technically..."

Plus some douche in congress got paid big money by a vaping company, I mean egregiously lobbied even by current standards, and spent an entire debate obnoxiously mentioning vaping and then blowing the vape into fellow congress critter's faces.
