The pandering started on episode one so it's pretty hard to blame that to the popularity of Matsu-incest.

All the Matsus probably will be forever virgins tho. That much is accurate.

The pandering on episode one was a joke at the expense of those type of otome games. The whole F6 thing was more about making fun at those tropes than actual fanservice.
Like they were probably created with the intent of attracting females, but in the end their NEET muppet forms turned out to be much more popular. I think that's what was unexpected.

The whole point with the pilot was "we need to appeal to the current mainstream taste, let's copy what other currently popular shows do" (there are at least 3 idol/harem/school shows based on otome games that are massively popular atm)- and then it turned into "oh crap, it doesn't work because it's terrible and everyone here is too much of an idiot to do it properly anyway". It was satire. The F6 weren't ever supposed to be the actual characters on the show. That was the whole point of that episode.
