I would have gone for ISIS being the sheep, the predators as general public muslims and the prey as general public americans.

Well the sheep's main goal is to turn the public against the predators for the advantage of the prey animals.

Whereas ISIS's main goal is to establish Islamic dominance.

So if you're going for the Islam metaphor you'd have to have someone who's not Muslim effectively brainwashing Muslims against their wills into committing terrorist attacks.
