The setting is way more compelling than the characters, who are mostly rough outlines.

The teachers are more interesting than the main trio of kids and the Weasely kids. Now, Luna or Neville or Millicent Bulstrode had potential, but they never got enough limelight.

Millicent Bulstrode's an interesting choice. All we know is that she's not very nice and she has a cat.

Yeah, but does Umbridge like cats, or does she just like pictures of cats? As far as I know, she doesn't own any live animals, just collectible china plates with cats on them (which are not actually very compatible with real cats).

Good point. But the HP wiki says "It is considered that she still has some goodness, no matter how small, inside of her, since a "truly" evil person cannot cast a Patronus since the spell would backfire and cause maggots to devour the caster."

So...I like to think her love of cats has maintained a small shred of good alive inside her.
